Walter Schwimmer, the Secretary General of the Council of Europe (CE) said that CE welcomed election of Ahmet Necdet Sezer as the 10th President of Turkey. Schwimmer stressed that the Council expected Sezer to expend efforts to persuade the government and the parliament to lift capital punishment.
