Zambian MP Chipangali Lucas Phiri said rape offenders needed to be castrated or sentenced to death to serve as a warning to would-be offenders, the Times of Zambia reported. "Persons fond of defiling toddlers are inhuman and they should be sentenced to death or be castrated to completely prevent them from committing same crimes," Mr Phiri said.
