A man convicted in the 1996 killing of three women was sentenced to death by a federal judge. It was the 1st time capital punishment was imposed in the Maryland's federal court. He had pleaded innocent to the charges. According to court papers, Dustin Higgs became enraged after one of the women rebuffed his advances at a party on Jan. 27, 1996. He and 2 other men took the women to a remote stretch of road and shot them. His accomplice, Willis Haynes, was sentenced to life in prison. The 3rd man, Victor Gloria, received a 15-year sentence after he testified against Haynes. Higgs becomes the 21st person on federal death row in Terre Haute, Ind.There hasn't been a federal execution since 1963.
