An Austria Today editorial said. "On May 3, Austria and thirty-six other European states banned the last remnants of the death penalty in passing a resolution at the Council of Europe in Strasbourg. That action enhances their credibility in opposing the death penalty in other member states of the international community and demonstrates their commitment to the values that they collectively profess. Austria and these other states, however, will probably find it difficult to convince many others to follow suit. Even in some cases of agreement, however, the practice may continue on an informal basis in countries where governments do not control their security apparatuses in practice or where they simply choose not to comply with their commitments."
