Following the 6 July 2001 law barring the death penalty for those with mental retardation, a death penalty Commission was set up to see if there was inequality in the system with regards to race and economic background of defendants

Following the 6 July 2001 law barring the death penalty for those with mental retardation, a death penalty Commission was set up to see if there was inequality in the system with regards to race and economic background of defendants. The Commission presented its report to the General Assembly on 8 January 2003 but said that further investigation was needed into the matter.The cities of Hartford and New Haven adopted a resolution for a moratorium on executions.
