Jeb Bush. Smith had been scheduled for execution in 1990, but received a stay. The Governor is planning similar tests for other condemned inmates. Smith was the 20th death row inmate who has been exonerated in Florida since 1973 - more than any other state. For every five inmates executed in Florida, two other death row inmates have been exonerated.
