"There is no doubt that the manner and timing of the setting of the execution date only added to the burden of inhuman treatment suffered by the men," he said. On John Higgs's suicide "there is no doubt also that the inhuman manner in which the wheels of execution were set in motion contributed to a state of mind that led to Higgs's suicide, and that the authorities were negligent in their duties with regard to suicide prevention," Hickinbottom said.
