In 2001 and 2002 bills were put forward for the abolition of the death penalty and for a seven year moratorium on executions. The following New York States cities adopted moratorium resolutions: Mount Vernon, Albany, Buffalo, Greenburgh, Rochester, New Castle. On June 26 2003, with a vote of 39 to 12, New York city asked for the imposition of a moratorium on executions until the death penalty could be thoroughly studied. The resolution was presented by Vice-Mayor Bill Perkins from Harlem, a long time campaigner for a moratorium.
