In its "2001 Human Rights Report," the Korean Bar Association said the U.N. Commission on Human Rights last year deemed Korea's efforts to improve its human rights conditions for the past six years as "disappointing." It also considered that the government should make continued efforts to improve the human rights of the handicapped and enact a law abolishing the death penalty.
