Rep. Tom Burch (D-Louisville), who in 1974 voted to reinstate the death penalty because he believed it was a deterrent, said he now intends to introduce legislation to abolish capital punishment in Kentucky. "I was just wrong," said Burch of his 1974 vote. "I've seen the death penalty applied unjustly around the country. I've seen it used for political gain by unscrupulous prosecutors. I've seen it used in a discriminatory fashion against minorities."
