Spanish Secretary of State for European Affairs Ramon de Miguel said there will be no turning back in EU cooperation against terrorism. De Miguel said the death penalty is a great obstacle to European extraditions to the USA.
"It seems to me that is a very difficult obstacle to overcome. Until there is a study of what chances exist of achieving some resolution of the issue of the death penalty or of military courts, there will be no way of any extradition procedure existing between any European Union country and the USA," he said.
