The Parliamentary Assembly of the Council of Europe [PACE] hailed the 30 December 1999 decision by the Ukrainian Constitutional Court on the abolition of the death penalty. In a letter to the head of the Ukrainian Supreme Council [parliament], Oleksandr Tkachenko, Lord Russel-Johnston, the chairman of the PACE, expressed hope that the Ukrainian parliament would ratify, in the near future, protocol No 6 of the European Convention on Human Rights.
