The President of the Chechnya, Aslan Maskhadov, issued a decree "On Criminal Responsibility of Citizens of the Chechen Republic of Ichkeria for Crimes Committed in Georgia". Under the decree a premeditated murder, kidnapping, rape, plunder, or other grave crimes committed by the citizens of the Chechen Republic of Ichkeria in Georgia will be punished "with capital punishment and the perpetrator deprived of citizenship of Chechen Republic of Ichkeria."
