A Belarussian delegation has been invited to take part in the plenary session of the Council of Europe that is scheduled to take place in Strasbourg in December, Stef Goris, the head of the PACE delegation, told a press conference in Minsk.
Goris noted that Belarus is "the only country which has no official status in the Council of Europe." PACE intends to ask Belarus for guarantees that it is ready to observe the standards of the Council of Europe and become a full-fledged member of this organization.
One of the key principles of the Council of Europe is the abolition of the death penalty, Goris said. The parliamentarian called on the Belarussian authorities to declare a moratorium on the death penalty. He also said that PACE will make an attempt to help Belarus get out of its international isolation.
