A man convicted of murdering seven women and leaving their decomposed bodies in his apartment cannot be executed because he is mentally retarded, a judge has ruled. Citing a June 2002 landmark Supreme Court ruling last year that banned the execution of the mentally retarded, Common Pleas Judge William J. Manfredi vacated Harrison "Marty" Graham's death penalty and ordered him to spend the rest of his life in prison. Graham, 43, had been on death row since 1988 for strangling 7 women.
