A Russian delegate to the Parliamentary Assembly of the Council of Europe protested against PACE proposals to abolish the death penalty."I will be struggling for the death penalty to be preserved on three counts," Gadzhi Makhachev, a member of Russia's lower house of parliament, said. He was referring to terrorism, drug trafficking and activities that involve children in illegal drug dealing, and high treason."It is not the death penalty that needs to be fought, but terrorism and drug addiction," Makhachev said.
