According to the information available to the Chief of Russia's General Staff Anatoly Kvashnin, Aslan Maskhadov signed a decree ordering to expose the Chechens cooperating with federal authorities. Maskhadov circulated a list of persons whom he had sentenced to death for such cooperation. It seems Grozny mayor Supyan Makhchayev, his aide Nurseda Khabuseyeva and the deputy government envoy to Chechnya, Col.Sergei Zverev, were the first victims of that decree.
