Algerian Justice Minister Tayeb Belaiz pledged to abandon the death penalty for all but serious crimes such as terrorism and treason. Although the death penalty remained on the statute books, it had not been applied since the execution of seven armed Islamists condemned by special courts, which have since been dissolved.
