As the representative of the Presidency of the European Union, Portugal conveyed an urgent humanitarian appeal to Governor George Bush on behalf of Mr. Larry Keith Robison, scheduled to be executed in Texas on January 21. Recalling the 1999 UN Commission on Human Rights' resolution which "urges all States not to impose the death penalty on a person suffering from any form of mental disorder", the European Union considered that the execution of Mr. Robison would have been contrary to generally accepted human rights norms. Robison was executed on January 21.
