Belgium Foreign Minister Louis Michel said that Belgium was determined to take action against suspected Rwandan genocide suspects but would not extradite them because Rwanda continues to impose the death penalty. He said, "With people who have been accused of horrible crimes we cannot keep them here without making sure justice can be done. But we will not extradite to countries where the death sentence still exists."
