Britain's parliamentary undersecretary of state in the Foreign and Commonwealth Office, Baroness Patricia Scotland, said that Whitehall was committed to seeing through the implementation of the process of bringing the overseas territories under Britain's human rights laws. Speaking to reporters in Dominica she said that. British colonies in the Caribbean have been opposed to the regulations relating to abolishing the death penalty. Baroness Scotland admitted that it is a "difficult" issue, which Britain had hoped that the governments would themselves address. "But the truth is that the overseas territories remain British and, as such, Britain has made a human rights commitment to international organizations which we basically have to honour," she said. As long as the territories remained British, the baroness said, they would be bound by rules by which all other British people are bound.
