"By ratifying Protocol No.6 and voting for the abolition of death penalty we voted for the despotic structures that came to power by means of a coup - shooting down of the Parliament and Government and revision of the results of the 1999 parliamentary elections," Victor Dallakian, member of the opposition parliamentary faction "Justice" stated during the Parliament's discussion of ratification of Protocol No. 6 of the European Convention on Human Rights.
"We thus gave guarantees to the perpetrators of the terrorist act in the Armenian Parliament on October 27, 1999," he said. Dallakian also pointed out that "it is beyond doubt that the people take the abolition of death penalty as Robert Kocharian's guarantee to the perpetrators of the October 27 terrorist act.
The ratification of Protocol No. 6 means that the exceptions stipulated by the Law on Application of the Criminal Code, which stipulate death penalty in three case, including terrorism, are no longer in effect.
"No doubt, we must seek democracy and European values.
But doubtless is also the fact that terrorism must be punished with all severity. The `Justice' faction is against the abolition of capital punishment," Dallakian said.
