The head of the parliamentary Unity faction, Galust Saakyan, said that the Council of Europe should take a respectful view of the opinion of the Armenian public, who favour the death penalty for the perpetrators of the act of terrorism in the Armenian parliament which occurred in October 1999. Galust Saakyan said that Armenia should be in no haste to lift the death penalty completely, stating that this problem needed nationwide discussion as it touched on the interests of the country's national security.
