By the UN Special Rapporteur probing conditions in the DRC, Iulia Motoc, said that there had been some progress in government-held territory in the form of measures linked to a moratorium on the death penalty, the freeing of 300 child soldiers, and the lifting of restrictions on the activities of political parties. But violations were continuing, especially in the field of the administration of justice, Motoc said.
