Cambodia's Constitutional Council approved legislation to set up a court to prosecute former leaders of the Khmer Rouge, which was blamed for the deaths of about 1.7m people in the "Killing Fields" during its 1970s rule. About 1.7m people died from starvation, forced labour and execution under the Communist regime in the late 1970s.
The legislation establishes the framework for a United Nations-assisted tribunal in Cambodia, staffed by foreign and local judges.
Bin Chhin, council president, said: "We spent more than two hours debating thoroughly the draft law passed by the National Assembly and the Senate. We have decided that the law is constitutional."King Norodom Sihanouk must approve the legislation before it becomes law, then the government and the United Nations would discuss details of the tribunal. A memorandum of understanding must be signed before a UN-assisted tribunal can be convened.
