Delaware's longest-serving death row inmate should receive a new trial, the 3rd U.S. Circuit Court of Appeals ruled. Seven of 12 Appeals Court judges ruled black people were improperly dismissed from the jury pool at Riley's trial. James W. Riley, 41, who is black, was charged with shooting a white man, Feeley, during a robbery on Feb. 8, 1982. Riley was convicted by an all-white jury, which later unanimously recommended the death penalty.
