Estonia's government put before parliament draft laws to join international agreements banning the death penalty under any circumstances, including wartime crimes and crimes committed in times of threat of war. One of the proposed laws would sanction the country to sign a protocol to the Council of Europe Convention on Human Rights and Fundamental Freedoms and the other a similar UN protocol. The Estonian Foreign Ministry said in a letter that no change needed to be made to Estonian law as the country fully outlawed the death penalty on May 13, 1998.
