Executive Secretary Ronaldo B. Zamora said that the President's order of a moratorium was not an indication that the Estrada administration was paving the way for the abolition of the death penalty. He said it was the President's prerogative to impose a moratorium. "The President has the full discretion on whether to push through with the executions or grant a reprieve or commutation of sentence."
