Foreigners in the US run the risk of being jailed or even executed without help from home unless the International Court of Justice forces the country to respect international law, Germany said in its opening argument at the UN's highest court at The Hague. Rights of foreigners to consular access are still being ignored, as happened with two Germans executed in 1999 in Arizona, the German delegation said. German-born Walter LeGrand and his brother Karl were executed after being convicted of murder without access to German consular officials.
