The International Court of Justice (ICJ) held public hearings in the case Germany v. United States of America, from November 13-17 at The Hague. Germany was suing the United States for violating the Vienna Convention by executing two German foreign nationals, Karl and Walter LaGrand, who were denied consular access. They were executed in Arizona on February 24 and March 3, 1999 respectively.
