Gagik Arutyunyan, chairman of the Armenian Constitutional Court, addressing a seminar held at the Constitutional Court on the subject of the Armenian constitution's conformity to the regulations of the European convention to protect human rights and basic freedoms pointed out the different positions of the Armenian constitution and European Convention on death penalty - the former allows it to be applied in cases of especially serious crimes and the latter does not accept it at all. The chairman of the Armenian Constitutional Court said that the problem essentially lies in reforming the entire Armenian legal and judicial systems.
