Gansu Provincial Higher People's Court maintained the original jurisdiction and ordered the execution of "principal gangsters", Li Jie, Li Hui and six other gangsters including Cui Zhibiao and Ding Li. In its initial trial on 11 May 2001, Lanzhou Municipal Intermediate People's Court sentenced to death Li Jie, Li Hui and six other suspects, including Ma Xuanzhao, procurator, and his wife Li Yanling, deputy chief of the Public Security Sub-Bureau, to 15 years and 3 years of imprisonment, respectively. From 1997 to 2000, the Li brothers set up Lanzhou Zhihua Industry and Trade Company. They reportedly organized ex-convicts and local "thugs" to commit 24 crimes and kill six people.
