Guatemala abstained from the vote on the resolution approved by the UN Commission on Human Rights on April 28 (1999/61). The Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions said that the number of incoming allegations of violations of the right to life has decreased since the end of the civil war in the country (E/CN.4/1999/39/Add.1).
