On July 28, Anthony Briggs, 31, was put to death at the Royal jail in Port of Spain. He was convicted of killing taxi driver Shammi Ramkissoon, 23, with a sledgehammer in 1992. Briggs was sentenced with another man, Wenceslaus James, who had an appeal pending before the Inter-American Organization. Briggs was executed despite the fact that the Inter-American Commission had ruled in March that Trinidad and Tobago had violated his right guaranteed under the American Convention on Human Rights, and recommended that he was entitled to effective remedy including commutation of his sentence.
