Honduran Ambassador to the United States Hugo Noe Pino is travelling to Tegucigalpa to ask for information regarding the case of a Honduran citizen on death row in Texas.
Pino said was working to formulate a strategy to save the life of Dennis Zelaya Correa, sentenced to death for the 1995 murder of Mexican-born Santiaga Panete in Houston.
The Honduran government might request clemency for Zelaya Correa because the consulate was never informed of his arrest, a violation of the Vienna Conventions, which guarantee a person's right to contact his diplomatic representatives when detained.
Francisco Martinez, the director of consular affairs in Tegucigalpa, noted that "as a result of these mistakes, the judge should call for a retrial, and the Honduran government hopes to be of assistance in that matter."
Pino explained that the Honduran government would not initiate any legal action until the appeal of the death penalty brought by Zelaya Correa's attorneys had run its course.
