While US and European leaders are moving to accelerate extradition procedures for terrorism suspects, capital punishment remains a sticking point.
European Union nations refuse to extradite suspects to the US unless US officials sign documents taking the death penalty off the table.
"People with alleged links to the attacks are being arrested on a daily basis across Europe," Council of Europe president David Russell-Johnston said.
"While the controversy between the US and Europe on capital punishment has not created any difficulties so far, this may change if the US requests their extradition."
Lord Russell-Johnston said executing terrorists would only turn them into martyrs.
