Human rights activists in Kazakhstan stated that there exists in the republic an "extremely repressive penal policy, most parameters of which contradict international tendencies in this sphere". The director of the Kazakh International Human Rights Bureau, Yevgeniy Zhovtis said there are 700 convicts for every 100,000 people in Kazakhstan, whereas in the majority of the countries around the world these figures vary between from 20-30 to 100-150.
