Illinois Governor George H. Ryan thanked Hands Off Cain for dedicating the 2001 Report on the death penalty in the world, entitled "Nessuno tocchi Caino - La pena di morte nel mondo" to him. The dedication was motivated by his decision to impose a moratorium on executions in Illinois on January 31, 2000 after 13 prisoners had been released from the state's death row for wrongful convictions since 1977. "Thank you for your support of the moratorium on the death penalty here in Illinois. My decision to establish the moratorium was not so much an act of courage as it was simply the right thing to do," he wrote in a letter sent to Hands Off Cain secretary Sergio D'Elia.
