In 1999, the Italian Parliament and Government, together with Hands off Cain, organized the international lobbying of various countries in support of a UN moratorium on executions. Missions were undertaken with the Italian Senate to El Salvador, Guatemala and Cuba, in March 1999 (following this mission El Salvador withdrew a bill for the reintroduction of capital punishment and cosponsored the resolution for a moratorium presented by the European Union at the UN Commission on Human Rights) and with the Italian Chamber of Deputies to Barbados, Saint Lucia, Grenada, Trinidad & Tobago and Jamaica, at the end of August 1999. A delegation from Hands off Cain and the Italian Chamber of Deputies also went to Pakistan to support the local human rights movements asking for the abolition of the death penalty for juveniles, and visited inmates in Rawalpindi and Lahore. At the end of October 1999, another mission was undertaken with the Italian Senate to Kyrgyzstan and Uzbekistan, where encouraging abolitionist trends are emerging although the two countries are both retentionist in theory.
