In its initial trial, the Kunming Intermediate People's Court in Yunnan Province, China, sentenced Tan Minglin, to death and confiscation of all personal assets for smuggling, trafficking, and transporting drugs. Tan, described by the Chinese media as a "top drug lord in Mu Se and Menggu" in the northern Shan State of Burma, "smuggled more than 3 tonnes of heroin into China on 55 occasions". The media reported that "since 1995, Tan has organized Burmese and Chinese drug traffickers to purchase, transport, and traffic in drugs across the border". On 20 April 2001, Burmese police arrested Tan. The court also sentenced Zhao Yong and Huang Xian to death for transporting drugs; and Mei Zhiming to life imprisonment for transporting drugs.
