In Lansing, the Michigan House failed to get enough votes to put a measure eliminating the state's 158-year-old death penalty ban on the November ballot. The House voted 55-52 on the measure, 18 short of the 2/3 vote needed to send it to the Senate to eventually get it on the Nov. 2 ballot. It's the 2nd time in 5 years that a resolution to allow capital punishment in Michigan failed in the state House. Now, a 1st-degree murder conviction carries an automatic sentence of life in prison without parole. Rep. Larry Julian, a former state trooper who introduced the resolution, said he wouldn't ask for the measure to be reconsidered. The capital punishment resolution was House Joint Resolution W.
