In November, Ambassador Mubarak Husein Rahmatalla, speaking at the Third Committee of the General Assembly, referring to the European Union's resolution on the death penalty, said, "Firstly, we would like to point out that there is no unanimous view on the death penalty; secondly, that under our country's laws, this penalty is only applied in the rarest cases and in relation to the seriousness of the crime that threatens the security and stability of society. For this reason, we believe that the promulgation of laws is a sovereign right of every State which cannot be denied by any other country that presumes to intervene and to impose its own conception. Moreover, we would like to emphasize the fact that the death penalty is an issue related primarily to crimes and to penal justice and then to the rights of the victim of the crime; and not to human rights. Agreement will never be reached on the death penalty as long as humanity, good and evil, and the criminal and the innocent exist, and the supporters of the project under discussion know this."
