In November, speaking at the Third Committee of the General Assembly (human rights) under item 116a (death penalty), the representative of the Libyan mission el-Sayeda Nagat el-Haggiog said that the question of the death penalty fell within the sphere of criminal law and the right of the victim and society to live in safety, and not of human rights. She was of the opinion that the European Union resolution was an attempt by some countries to impose their system of values on others, and ignored the laws of other countries that originate from divine law. "I hope that the European Union will withdraw its proposal to avoid causing a split between the Member States of the United Nations," she commented.
