In order to control the proliferation of squatters in urban areas, Quezon City Rep. Ma. Theresa T. Defensor filed a measure seeking to make professional squatting and large-scale land grabbing a heinous crime punishable by death penalty. In House Bill 823, Defensor said a radical approach is needed to curb the increasing number of squatters in the metropolis, particularly in Quezon City, where 47.51% of the total land area of the city is the subject of conflicting claims and overlapping titles.
