In San Francisco, The 9th U.S. Circuit Court of Appeals, ruling 2-1, found that defendant Fernando E. Caro did not have adequate legal representation. Caro was convicted of fatally shooting 15-year-old cousins Mary Booher and Mark Hatcher one August evening in 1980. The court commuted Caro's death sentence to a life term.
