In September, during the launch of the University of Nairobi Students Association of Legal Aid and Research (Salar), at the Faculty of Law campus in Parklands, while discussing legal aid in the country and if advocates take up cases on pro bono basis which involve capital punishment, lawyers interviewed said at the moment about 50% of those charged with capital offenses are never represented. The system does not cover robbery with violence which carries the maximum sentence of death. Attorney General Amos Wako added that the Government will not guarantee a continuation of the little payments made by his office to the advocates involved in this service, due to financial constraints. He said that in the first place the payments had been too little to cover the advocates' expenses.
