In the build-up to the publication of the Accession Partnership for Turkey the European Union indicated that the removal of the death penalty from the statute books would not be a precondition for the opening of full membership talks with Turkey. But the Union indicated that Turkey needed maintain the moratorium on executions until full membership talks began.
