India accused Islamabad of sending death row convicts from Pakistan to create mayhem in the border state of Kashmir

India accused Islamabad of sending death row convicts from Pakistan to create mayhem in the border state of Kashmir. According to Indian officials, approximately 500 prisoners from Pakistan were sent to the bitterly disputed Kashmir region with instructions to battle Indian security forces as well as bomb military and government buildings. The convicts, reportedly hired by Pakistan's Inter Services Intelligence (ISI) were promised freedom after two years if they came back alive. The prisoners, many of them convicted killers, were paid 250,000 rupees for the two-year contract, plus a bonus of 50,000 rupees for each officer of the Indian army above the rank of major they killed.
