Indonesia's House of Representatives passed into law emergency antiterrorism regulations issued in October 2002 following the Bali bombing attacks. The law allows the authorities to hold suspects without formal charges for up to seven days. It also calls for the death penalty for militants who plot or launch terrorist attacks. The emergency antiterrorism regulations were issued Oct. 19, a week after bombings attacks on the resort island Bali that killed at least 202 people, 89 of them Australian.
