It was revealed that the US failed to inform Polish authorities of the arrest and trial of Grzegorz Madej, a Polish citizen in Illinois, on rape and murder charges in 1981 as required by the 1963 Vienna Convention and the US Polish 1972 Bilateral Convention. The execution date for Madej, who has been on death row for 19 years, was set for 22 November 2000 but a death penalty moratorium was introduced by the state governor in view of the number of cases where innocent persons have been convicted. The Illinois Supreme Court was to reconsider Madej's case on 31 August but the Polish Ministry of Justice and the convict's pro bono counsel, who stated that the evidence against his client was contradictory and circumstantial, requested an adjournment.
